D.A. HIKE 1 % OF CENTRAL GOVERNMENT EMPLOYEE
The Union government cleared a 1% increase in Dearness Allowance to central government employees and pensioners on Tuesday, and approved a bill to raise the gratuity ceiling for private sector employees.

The government increased Dearness Allowance and Dearness Relief to 5% from 4%, which will benefit around 49.26 lakh central government employees and 61.17 lakh pensioners, an official statement said.

The decisions were taken when Prime Minister Narendra Modi chaired his first Cabinet meeting since expanding his government.

Tuesday’s statement said the decisions regarding the gratuity and the dearness allowance were taken after considering inflation and wage increase in the case of people engaged in private sector. “The government is of the view that the entitlement of gratuity should be revised for employees who are covered under the Payment of Gratuity Act, 1972.”

Experts welcome the move.“Gratuity adjustment was long due and this will handle the inflation increase but the increase in DA is not likely to boost the economy,” DK Joshi, chief economist, Crisil told Hindustan Times.

The Union Cabinet on Tuesday approved a 1% hike in dearness allowance (DA) and dearness relief (DR) to 5%, benefiting 48.85 central government employees and 55.51 lakh pensioners.

“The Union Cabinet chaired by Prime Minister Narendra Modi has approved release of an additional instalment of dearness allowance to central government employees and dearness relief to pensioner with effect from July 1, 2017,” an official statement said.

The DA/DR has been hiked by 1 percent over the existing rate of 4 percent of the basic pay/pension to compensate for price rise and it is in accordance with the accepted formula based on the recommendation of 7th pay commission, the statement said.

The Supreme Court issued a notice asking for an answer. The Supreme Court asked the Central Government that there is a new way of verification to keep a mobile SIM card. During the hearing in the Supreme Court, Chief Judge Khehar said that the identity of the mobile SIM card holders must be known. Because, if this is not done, fraud can be used to raise money.

It is to be mentioned that the Central Government has notified the Supreme Court that it has already increased the last date of joining the central government schemes to 31 December. Attorney General K.K. Venugopal has told the Supreme Court that now the linking work was done till September 30 for the benefit of more than 30 government schemes. Now this tithi has increased for 3 months.

Goods and service tax (GST) council meeting has changed the GST rate on some items, which have been announced today. This changed rate has benefited the middle class and the general public. The details of these altered prices are as follows.



In the new list, the GST rate of items including walnut, tamarind, chickpeas, incense, incense, codrery cloth, fiber product, mait, and sari fall has been reduced from 5 percent to 12 percent. Apart from this, 28 percent of custodian powder, medical hand glaze, plastic raincoat, computer up to 20 inches, kitchen gas lighter has been reduced to 18 percent. Apart from this, the 18 percent GST rate on Italian-embroidery, clothing hat has been reduced to 12 percent.
For other details, the 28 percent GST rate of rubber bands, wood and stone statue has been reduced to 12 percent. The GST has been totally abolished on the luggage of Khadi, Khadi and Village Industries, Broom, Brush and some vegetables. Now there will be no tax on the statue made of clay, the first 28 percent GST rate was imposed.
Cotton quilt will now be 5 percent GST, which was earlier kept in 18 percent slab.

GST council has decided that the mid-size car cess will be increased by 2%. While cess on large luxury cars has been increased by 5%. 7% cess on SUV car has been increased.

The government is moving forward in connecting mobile SIM cards with Aadhaar card. According to informed sources, all mobile SIM cards which were not linked to the Aadhaar card will be deactivated from February 2018. Sources said, according to the order passed by the Supreme Court in February 2017 in the Lokniti Foundation case, the Aadhaar number is joining the Mobile Seamcard. According to the Supreme Court's order, all seamcards are to be checked with support from the date of the verdict in one year, so after February 2018, all the SIM cards not affiliated with the Aadhaar card will be deactivated. In this way criminals, offenders and militants can not use SIM cards.
In February 2017, the Central Government told the Supreme Court that an effective system would be set up in a year for testing prepaid SIM card users. 90% of mobile users in the country use prepaid seamcards. In the petition filed by the Lokniti Foundation, the Supreme Court had demanded that people using prepaid SIM cards be able to scrutinize so that the SIM cards used with bogus identity can be abolished. Hearing this petition, the Supreme Court ordered the government to arrange the system as quickly as possible to verify the customer using the SIM card.
However, sources on abuse of mobile operator companies have said that mobile operators will not be able to store the biometric data of the support card or receive other personal information.

The biometric data collected by mobile companies will have to be sent separately to the UIDAI at the same time and if a customer's biometric information is collected in any way by a service provider, a criminal complaint will be filed against it. Under the Act Act 2016, it can be sentenced to up to three years imprisonment.
